We are hiring - Technical Officer- Civil Engineering (several positions)

Duration: 12 months with possibility to extension


Duty Station: One of the project’s working municipalities


Supervisor: Technical Adviser-TSU and/or NRM Expert and TA Adviser- Engineering Support and/or WASH and Water Resource Specialist


Accountable to: Deputy Team Leader


Academic Qualification: Bachelor’s degree in civil engineering or Diploma in civil engineering


Requirement: Valid motorbike driving license; skills and willingness to use the motorbike in challenging landscapes


Working municipalities: Will be assigned to work in one of the working municipalities with frequent travel to others in the same cluster


Professional Experience:

The candidate should have a minimum of 2 years of proven experience for bachelor’s degree holders, or 5 years for Diploma holders in civil engineering. This experience should include work on community-based water supply schemes, Multiple-Use Systems (MUS), and irrigation schemes (both conventional and non-conventional, such as lift, piped, canal, MITs, and irrigation ponds), as well as rainwater harvesting, water source protection, and point source interventions. Experience in bioengineering, nature-based solutions, and forestry, agroforestry, or agriculture value chain infrastructures is also required, along with familiarity with accessible public, school, and institutional toilet designs.


Community Engagement and Technical Skills:

The candidate should have experience in conducting community-level technical training for Village Maintenance Workers, Operators, Scheme Caretakers, and User Committees. They must demonstrate proven ability to carry out feasibility study, technical surveys, design and prepare estimates, work collaboratively with local governments and user committees, and support scheme implementation, including preparation of Measurement Books and work completion reports.  Familiarity with the step-by-step implementation approach of water supply, MUS, and irrigation schemes will be considered an added advantage.


Project and Software Experience:

Experience with projects such as RVWRMP, RWSSP-WN, or similar NRM projects is desirable, particularly familiarity with LACCP guidelines, contribution patterns, and considerations of GEDSI, climate change adaptation (CCA), and disaster risk reduction (DRR). Prior experience working in Sudurpaschim and Karnali provinces is an asset. Proficiency in water supply, MUS, and irrigation design software, accessible toilet design, AutoCAD, and solar/electric lift water supply and irrigation schemes is highly advantageous.

Other Skills:

·       Good computer skills (MS office and AutoCAD)

·       Good social and team working skills

·       Good reporting and communication skills in both English and Nepali. Knowledge of local languages of Sudurpashchim and Karnali provinces is an added advantage.

·       Skills in mobile based or web-based apps (like Activity Info, Kobo, m-water or other) are preferred.


Responsibilities


Technical Facilitation

  • Support (Rural) Municipality WASH and Environment Unit and designated local government units in feasibility study, technical survey, design, and estimates according to technical standards, norms, and LACCP contribution pattern and guidelines/manuals for schemes such as community-based water supply schemes, Multiple-Use Systems (MUS), and irrigation schemes (both conventional and non-conventional, such as lift, piped, canal, MITs, and irrigation ponds), IWM, ICS, as well as rainwater harvesting, water source protection, and point source interventions including bioengineering, nature-based solutions, value chain infrastructures and accessible toilets.

  • Support the technical staff of municipality unit to conduct Climate Change and Vulnerability Capacity Assessment and prepare Environmental Mitigation and Monitoring Plan (EMMP) of DWS, MUS, and Irrigation schemes.

  • Support municipality unit staff and UC in procurement of external materials including the preparation of Bill of Quantities, Quotation form, comparative chart, suppliers’ selection in transparent manner as per project guideline.

  • Support and strengthen the capacity of municipal technical staff in applying project-defined quality standards and norms for civil engineering works related to water resources, as well as for agroforestry and value chain interventions at the field level.

  • Conduct community-level/local government / cluster level technical training (VMW, Operators, CR-WSP, Mason, Bioengineering) and support municipality units in managing and reporting training activities

  • Enhance capacity of municipality technical staff through joint survey, design, supervision, monitoring, and evaluation of water supply, MUS, irrigation, ICS, IWM, bioengineering, forestry/agroforestry/agriculture value chain infrastructure, and sanitation schemes

  • Support preparation of Climate Resilient Water Safety Plans (CR-WSPs) and water quality testing for drinking water schemes

  • Ensure timely completion of quality construction according to technical specification, BOQ and standard designs by regular monitoring.

  • Integrate GEDSI considerations into all project activities


Monitoring:

  • Facilitate monitoring of schemes as per Step-by-Step manuals

  • Participate in municipality project implementation meetings to align work plans with overall priorities

  • Monitor and ensure implementation of CR-WSPs, and other local plans as per the request of municipal project implementation units.

·       Monitor to ensure Environmental Mitigation & monitoring Plan implementation in the schemes.


Reporting and Other duties:

  • Report to Supervisor on a monthly or event-based schedule

  • Perform any other duties assigned by the Supervisor towards achieving project objectives

·       Support in technical progress update of the schemes in the MIS reporting system with assurance of data quality from the field.
