The Local Adaptation to Climate Change (LACC) Project operates through a tiered governance structure designed to ensure strategic alignment at the federal level, programmatic coordination at the provincial level, and direct community-led implementation at the local level.
The project is managed through four distinct levels of institutional arrangements:
Federal Government of Nepal
Strategic Guidance
Supervisory Board (SvB)
This is the supreme authority for the project, responsible for major strategic decisions, policy issues, and approving annual work plans and budgets. It is chaired by the Secretary of the Ministry of Federal Affairs and General Administration (MoFAGA).
National Project Director (NPD)
Stationed at MoFAGA, the NPD serves as the project focal point, coordinating between different departments and ministries while acting as the secretariat for the SvB and the Technical Coordination Committee.
Technical Coordination Committee (TCC)
This advisory body coordinates among federal ministries, provinces, and sector agencies to ensure programmatic alignment and avoid duplication.
