We are hiring - Technical Officer-Natural Resource Management (several positions)

Position: Technical Officer-Natural Resource Management (several positions)


Duration: 12 months with possibility to extension


Duty Station: One of the project’s working municipalities


Supervisor: TA Adviser and/or NRM Expert and Agroforestry Business Specialist


Accountable to: Deputy Team Leader


Academic Qualification: Bachelor’s degree in agriculture/forestry or Diploma in agriculture/forestry


Requirement: Valid motorbike driving license; skills and willingness to use the motorbike in challenging landscapes.


Working municipalities: Will be assigned to work in one of the working municipalities with frequent travel to others in the same cluster.


Professional Experience:

The candidate should have a minimum of 2 years of proven experience for Bachelor’s degree holders or 5 years for Diploma holders. This experience should include working on community-based schemes integrating climate adaptive agricultural technologies with agroforestry and agriculture/forest-based income generating activities, value chain promotion and enterprises development, connecting them effectively with forest conservation and management. Experience with projects covering sectors such as climate change and NRM is desirable, particularly familiarity with LACCP guidelines, contribution patterns, and considerations of GEDSI, forest management, agroforestry and livelihoods, value chain, climate change adaptation (CCA), and disaster risk Management (DRM). Prior experience working in Sudurpashchim and Karnali provinces is an asset. Proficiency in climate adaptive technologies, climate change mitigation practices, Livelihood Improvement Plans, and forest inventory are highly advantageous.


Community Engagement and Technical Skills:

The candidate should have experience in conducting different community-level technical and capacity building training for Farmers Group, Cooperatives, Community Forest Users’ Group (CFUGs), Leasehold Forest Users’ Group (LFUGs), Users’ Committees (UCs). They must demonstrate proven ability to carry out feasibility study, community mapping, technical surveys, prepare design estimate, work collaboratively with local governments and user committees, and support scheme implementation, including preparation of Measurement Books and work completion reports. 


Other Skills:

·       Good computer skills (MS office package)

·       Good training and facilitation skills

·       Good social and team working skills

·       Good reporting and communication skills in both English and Nepali. Knowledge of local languages of Sudurpashchim and Karnali provinces is an added advantage.

·       Skills in mobile based or web-based apps (like Activity Info, Kobo, m-water or other) are preferred

·       Knowledge of GPS, GIS and related software are preferred


Responsibilities

Technical Facilitation

  • Support the (Rural) Municipality WASH and Environment Unit, along with designated local government units, in implementing activities related to forest management, agroforestry and livelihoods, value chain and cooperatives, and forest and land conservation. This includes promoting environmental and biodiversity safeguards through bioengineering and nature-based solutions.

  • Support municipal staff, including the agriculture, environment, and disaster management sections/units, in conducting Climate Change and Vulnerability Capacity Assessments and in preparing Environmental Mitigation and Monitoring Plans (EMMP) for forest management, agroforestry, and livelihoods.

  • Facilitate skill enhancement of municipal technical staff on quality standards and norms set by the project for forestry, agroforestry, and value-chain promotion.

  • Provide thematic technical support as technical human resources with forestry or agriculture background. For agriculture, this includes facilitating seed and plant selection, identifying climate- and soil-suitable crop species; advising on soil fertility improvement and sustainable fertilizer application; demonstrating climate-smart and off-season farming practices; and conducting farmer field training. For forestry, provide guidance on nursery establishment, plantation management, forest regeneration, inventory methods, biodiversity-friendly practices, and sustainable harvesting. Ensure that interventions are practical, locally adaptable, and contribute to resilient livelihoods.

  • Conduct community-level, local government, or cluster-level technical training (e.g., forest management, climate-smart agriculture practices, home gardens, bioengineering) and support municipality units in managing and reporting training activities.

  • Support Community Forest User Groups (CFUGs) to formulate, update, and implement operational plans and assist Agriculture and Agroforestry Groups and communities in preparing and implementing business plans.

  • Assist farmers’ groups and cooperatives to prepare and update business plans, strengthen documentation, and establish linkages with market actors for value chain promotion.

  • Initiate and facilitate technical assessments such as forest inventories, catchment assessments, and resource mapping.

  • Integrate GEDSI considerations into all project activities.

  • Support collection and provision of required data for MIS and monitoring as per project practices and guidelines.


Monitoring

  • Facilitate regular monitoring of agriculture and forest related interventions following the Step-by-Step manuals.

  • Verify adoption and quality of practices such as crop diversification, mulching, composting, intercropping, and agroforestry plot management.

  • Assess survival rates of seedlings, performance of plantations, and success of biodiversity-friendly practices.

  • Monitor implementation of EMMPs, including soil conservation, erosion control, and nature-based solutions.

  • Track progress of community-level activities such as CFUG operational plan execution, farmer training sessions, and livelihood/business plan implementation.

  • Document lessons, challenges, and good practices observed in the field for feedback into project planning.


Coordination

  • Coordinate with division/sub-division forest offices, Agriculture Knowledge Centers (AKCs), municipal sections, and other line agencies to align project activities with government priorities and technical standards.

  • Work with CFUGs, LFGs, Farmer Groups, Cooperatives, Eco Clubs, and CSOs to ensure ownership and sustainability of interventions.

  • Facilitate joint field visits and backstopping missions with municipal staff and line agencies.

  • Establish linkages with market actors, nurseries, agrovets, and private sector partners to strengthen value chain integration.

  • Promote cross-learning among community groups through exchange visits, demonstration plots, and participatory review meetings.


Reporting and Other Duties

  • Prepare and submit regular technical progress reports, including monitoring data, training outcomes, EMMP compliance, and adoption levels of climate-smart practices.

  • Ensure quality assurance of data entered into the MIS reporting system, providing the field validation where necessary.

  • Document case studies, success stories, and innovations (e.g., climate-smart farming techniques, biodiversity-friendly forestry practices, successful market linkages) for wider dissemination.

  • Provide timely feedback to supervisors and municipal units on emerging risks such as pest outbreaks, forest fire threats, or climate-induced hazards, suggesting mitigation measures.

  • Perform any other duties assigned by the Supervisor toward achieving project objectives.
